Executive Condominiums (ECs) are hybrid properties developed by private developers with government land subsidies. They offer full condominium facilities (swimming pools, gyms, clubhouse facilities) at a 20-30% discount compared to private condos.
2. Eligibility & Income Ceiling Triggers
Buyers must qualify under one of HDB's eligibility schemes (Public Scheme, Fiance/Fiancee, Orphans, or Joint Singles Scheme). The monthly household income ceiling is $18,000 for GLS tenders closing on/after 24 August 2026, and $16,000 for projects with tenders closed prior.
3. CPF Housing Grants (Strictly Income-Tiered)
First-time citizen households earning $10,000 or less qualify for a $30,000 grant ($20k for $10,001–$11,000; $10k for $11,001–$12,000). Households earning above $12,000 receive $0 in CPF Housing Grants.
4. Payment Schemes: NPS vs DPS
Under Current Policy, Executive Condominium buyers have the flexibility to choose between the Normal Progressive Payment (NPP) scheme and the Deferred Payment Scheme (DPS). DPS allows buyers to defer mortgage disbursements until TOP, providing essential financial breathing room for HDB upgraders.
5. MOP & Privatisation Timeline
Under Singapore's Current Policy, ECs have a standard 5-year Minimum Occupation Period (MOP) from TOP date, allowing open-market sales to Singapore Citizens and PRs, followed by full privatisation after 10 years to foreign buyers. In contrast, BTO Prime and Plus flats require a 10-year MOP.
